The Clean Cities Program is a nationally recognized program funded by the U.S. Department of Energy (DOE), which aims to “advance the energy, economic, and environmental security of the United States by supporting local actions to reduce petroleum use in transportation.” With over 100 Clean Cities coalitions throughout the nation, the Western Riverside County Clean Cities Coalition (Coalition) ranks among the best in the nation in terms of petroleum emission reduction. Every 3 years, coalitions nationwide are required to undergo a re-designation process. Clean Cities’ success hinges on the ability of its local coalitions to set and achieve aggressive goals for reducing petroleum usage in the transportation sector. Coalition Hosts Electric Vehicle (EV)
Workshop

Clean Cities

On Wednesday, September 28, 2011, the Western Riverside County Clean Cities Coalition (Coalition) hosted an electric vehicle (EV) workshop at the Southern California Edison (SCE) Service Center located in Wildomar, California. The SCE service center is the first of SCE’s buildings to be eligible for LEED certification by the U.S. Green Building Council. The LEED Platinum facility served as an ideal venue for the Coalition’s EV workshop as it exemplifies sustainable operations and efficient green design. Co-sponsored by SCE and Enterprise Rent-A-Car, the workshop hosted over 50 attendees from the general public, private industry, local and federal government. Attendees were informed of start-up processes and implementation of EV’s. The workshop covered plug-in electric vehicle (PEV) readiness, EV charger manufacturing and permitting processes, as well as possible funding sources for EV infrastructure and vehicle purchases. [more]

City of Riverside Mayor Supports New Electric Vehicle Charging Stations

The Western Riverside County Clean Cities Coalition (Coalition) is proud to announce that the City of Riverside is installing 13 new electric vehicle (EV) charging stations, 11 of which are to be for public use. The charging stations are funded from grant funds awarded by the U.S. Department of Energy (DOE), the South Coast Air Quality Management District (SCAQMD), and the California Energy Commission (CEC). [more]

Clean CitiesThe City of Corona’s Commitment
to Alternative Fuels

On August 15, 2011, the City of Corona reopened its public compressed natural gas (CNG) station with a more accessible and upgraded nozzle system. With Western Riverside County boasting 10 CNG stations, the upgraded Corona CNG station adds to the growing infrastructure network of alternative fuel stations in the sub-region. The upgraded CNG station is operational and open to the public for use 24 hours a day, 7 days per week. The City of Corona has equipped the pumps to accept payment via credit card in an attempt to make alternative fuels more accessible to the general public. [more]

Governor Signs AB 61, Making
Neighborhood Electric Vehicles Plans a Reality

Clean CitiesOn August 4, 2011, Governor Brown signed AB 61 (Jeffries) into law, allowing any city in Riverside County and the County of Riverside to establish a Neighborhood Electric Vehicle (NEV) plan for a planned area. NEVs are low-speed electric vehicles that are built to travel short distances on roadways. Because they interact with high speed automobiles, it is necessary to establish guidelines for their safe operation, hence the need for AB 61. Though existing legal routes for NEVs exist, interconnections that would provide for a practical NEV network providing greater access do not exist. In 2010, the Western Riverside Council of Governments (WRCOG) partnered with the cities of Corona, Moreno Valley, Norco, and Riverside to create a plan identifying existing and future safe routes for NEVs. The plan identified which routes could be utilized to support NEVs, and led to the development of AB 61. WRCOG thanks Assemblyman Kevin Jeffries for carrying the bill.

Funding Opportunities for Zero and Low Emission Vehicles
California Air Resources Board (CARB) staff has approved the 2011-2012 Funding Plan for the Air Quality Improvement Program. Funding was set between $28 million and $40 million, and depends on actual available funds. [more]

New Vehicle Emission Standards Set for the Future
The Obama administration has announced new aggressive fuel economy standards for automakers. The new Corporate Average Fuel Economy (CAFE) standards were developed in conjunction with automakers and will begin to take effect in 2017. [more]

Community Readiness and Planning for Plug-In Electric Vehicles (PEV) and Charging Infrastructure
The South Coast Air Quality Management District was recently awarded $1,000,000 for the “Community Readiness and Planning for Plug-In Electric Vehicles and Charging Infrastructure Grant,” which is funded by the U.S. Department of Energy. This grant program is designed to create a unified statewide approach to planning and implementation of critical PEV charging infrastructure activities in order to support and expand the market for PEVs in California. WRCOG was allocated $20,000 to engage in readiness guidelines and workshops, infrastructure plans, and coordinating council functions.

Southern California Plug-In Electric Vehicle Readiness Plan
The Southern California Association of Governments was recently awarded $200,000 for the “Southern California Plug-In Electric Vehicle Readiness Plan Grant,” which is funded by the California Energy Commission. This grant program is designed to develop a Regional PEV Readiness Plan with complementary model subregional plans that advance strategies for the accelerated and streamlined deployment of PEV electric vehicle supply equipment (EVSE), establish best practices for “EV-ready” building and public works guidelines, and help to streamline PEV EVSE permitting, installation, and inspection processes. WRCOG was allocated $35,000 to solicit and obtain city policies and practices which facilitate or hinder electric vehicle infrastructure installation. This will include gathering and analyzing local policies for their potential to facilitate the installation of charging infrastructure.
