The Western Riverside Council of Governments (WRCOG) is in the process of finalizing its Program guidelines and details for a commercial property financing Program that will allow property owners in Western Riverside County to install energy efficiency and water conservation improvements to their properties. WRCOG will provide the up-front funding for the improvements, and property owners would pay off the improvements through an assessment on their annual property tax bills.
