Energy Efficiency and Water Conservation Program

WRCOG HERO

This Program allows home and business owners to finance energy efficiency and water conservation improvements through low-interest financing that would be repaid over time through annual property tax payments. California law allows for local jurisdictions to enter into contractual assessments with property owners for such improvements.

California HERO

The California HERO Program is an expansion of WRCOG's local Program and offers any jurisdiction in California the opportunity to quickly and efficiently implement a Property Assessed Clean Energy (PACE) Program with minimal upfront finacial and administrative burdens.

To participate in the California HERO Program, please complete the appropriate set of following documents and submit to WRCOG:
