Legislative Priorities

 

  1. Work with the legislature to develop clean-up legislation for SB 375 that eliminates schedule conflicts with RHNA updates in the SCAG region, expands CEQA streamlining to include additional projects, and identifies a permanent source of funding for implementation activities, and provides emissions targets for regions/subregions that considers differences in growth patterns between developed and developing areas;
  2. Support legislation that imposes fees on containerized cargo to generate funds for improvements along the goods movement corridor, with specific consideration given to the Inland Empire, with the purpose of mitigating impacts associated with the delivery of goods from the ports.  Projects to be funded from the fees should include grade separations, freeway upgrades, and dedicated truck lanes;
  3. Advocate for State water delivery projects and funding mechanisms that will improve water-related infrastructure and delivery methods without causing excessive financial burdens, delivery delays, or jeopardize existing water supplies;
  4. Support legislation that promotes innovative project funding mechanisms such as public-private partnerships for infrastructure investments;
  5. Support legislative proposals that create incentives for the creation of jobs that emphasize reductions in greenhouse gas emissions; and
  6. Oppose legislation, or legislative actions, that would reduce revenue intended for local jurisdictions that would be redirected to the State General Fund for the purposes of balancing the State Budget.
