The Western Riverside Council of Governments (WRCOG) would like your business to become part of the Used Oil and Filter Recycling Program. Over five million California residents change their own motor oil.
Would you like some of those Do-it-yourselfers to come into your business?
You can attract new customers and provide a valuable service to your community by becoming certified in the collection of used oil and filters. It is easy and free to become a Certified Collection Center.

WRCOG Will Help You
WRCOG will provide your business with used oil signage, customer referrals to your store, free used oil containers, and free advertising throughout the year by radio, brochures and community event outreach.
If I become certified, what do I have to do?
Being a Certified Collection Center means that your business can be reimbursed 16¢/gallon for EVERY gallon of used oil you collect, including oil from in-house oil changes.
Your responsibilities as a Certified Collection Center are simple and easy to implement:
- You and your employees must offer $0.16/gallon (4 cents per quart) to people who bring their used lubricating (motor) oil to your certified used oil collection center.
- You can accept up to 55 gallons per person per day.
- You must post a Board-approved certified used oil collection center sign in a location easily visible from a public street (available free from CIWMB).
You are not required to accept contaminated used oil. Your employees should screen used oil visually or with an EPA-approved field test kit. WRCOG will supply your center with contaminant test kits. Your employees must direct the person who has contaminated used oil to the nearest location that accepts contaminated oil.
If you decide to set yourself up to accept contaminated oil, the California Integrated Waste Management Board will reimburse your center for the cost of hauling contaminated oil. You may apply for this reimbursement once a year, for a total amount up to $5,000.

How long does it take to receive my incentive payment?
You can expect to receive your incentive payment within 8-10 weeks of receipt of the claim at the Board’s accounting office. Claims with discrepancies will take longer.
