Municipalities

The Partnership will focus its efforts on assisting jurisidictions to lead by example in reducing energy consumption, achieving cost savings, and planning for energy sustainability. Services offered to WRCOG jurisdictions served by SCE include:

Enhanced incentives for Energy Efficiency Retrofits
Jurisdictions can receive a higher incentive for projects such as lighting, HVAC, and water pumping upgrades in their municipal facilities through this Program. WRELP will assist jurisdictional staff in identifying and developing potential projects that range from simple, low-cost strategies to comprehensive upgrades and retro-commissioning. Energy Efficiency Audits & Technical Assistance
The Partnership provides for a qualified consultant to conduct comprehensive energy audits and feasibility studies for participating jurisdictions.  Assistance is available to help select contractors and design professionals, review energy project proposals, and develop and/or review specifications for energy-efficient equipment.  The Program also provides design consultation, including life-cycle cost analysis, identifying cost-effective energy-saving measures, and developing building simulation models for planned facilities. Strategic Planning Support
WRELP assists participating jurisdictions in developing and adopting long-term policies, and the specific supporting actions required, to maximize energy efficiency, cost-effectiveness, and sustainability. This is especially critical as jurisdictions begin to strategize on how to meet mandates set forth by AB 32 (the recent landmark greenhouse gas emissions reduction legislation), to comply with Title 24, and also to support California's Long Term Energy Efficiency Strategic Plan. Trainings and Workshops
Education is a critical component to achieving energy efficiency. Through workshop and training offerings, WRELP will work with energy experts to offer participating Western Riverside jurisdictions the best, most relevant information and education to help them achieve the highest levels of energy efficiency and cost savings possible.  Current workshops being planned cover topics ranging from energy efficiency in water projects to identifying funding opportunities for projects. In addition to its work with local municipalities, the Partnership will engage in education and outreach to local businesses and residents to raise awareness of the programs available and increase community energy savings.
