TUMF Program update

  • Total revenues collected to date have reached $508.6 million.
  • Comprehensive Plan update and new fee structure approved: The Executive Committee approved the Comprehensive TUMF 2009 Program Update, Nexus Study and Program fee structure. The TUMF Program Nexus Study is the technical document that supports the Program and resulting fee schedule. The action completes a nearly two-year update process coordinated through the subregion’s Public Works Directors, in which members reviewed the region’s future growth through 2035, created new cost assumptions for TUMF improvements in order to best reflect the latest costs for labor, materials, and right-of-way, established a revised network, and utilized new modeling capabilities.

The Executive Committee also approved a proposal to temporarily reduce TUMF fees by 50% for a period of one year. The reductions take effect as soon as jurisdictions implement them through revised resolutions and implementing ordinances, and will be effective through December 31, 2010.

WRCOG Program for energy efficiency continues to gain momentum: Responding to state legislation (AB 811) allowing property owners to finance the installation of energy efficient improvements to their homes and small businesses, in February 2009, the Executive Committee directed staff to pursue the implementation of a regional Program that would be administered by WRCOG. At its August meeting, the Executive Committee authorized staff to pursue a trip to Washington, D.C. to request support for the Program and seek opportunities for Program funding. Executive Committee members and staff traveled to Washington, D.C. on September 28 – 30, meeting with Congressional representatives Ken Calvert, Mary Bono-Mack, Jerry Lewis, and Darrell Issa. Meetings were also held with representatives from Senator Diane Feinstein’s office, Department of Energy staff, Environmental Protection Agency staff, and staff from the Department of Housing and Urban Development.
