TUMF Program update 

  • Total revenues collected to date have reached $510.7 million.
  • Jurisdictions approving new fee structure; contemplating temporary reductionsWRCOG member agencies are in the process of approving the 2009 TUMF Program Nexus Study and resulting fee structure.  The new Nexus Study results in a reduction of the fees for a single family home, for example, from the 2008 Nexus Study amount of $9,812 to the 2009 Nexus Study amount of $8,873.  Fees for other residential and non-residential uses are also revised pursuant to the new Nexus Study.  All participating agencies are required to adopt the new Nexus Study and fee structure (fees are listed below).

    Additionally, jurisdictions have been authorized by the Executive Committee to temporarily reduce TUMF fees by 50% through December 31, 2010. Jurisdictions are in the process of considering whether they wish to charge the full fee, or to implement the temporary 50% reduction. The temporary, 50% fee structure is as follows:

  • Consultant contract approvedThe Executive Committee approved an amendment to the master contract with PB Americas, Inc. for continued TUMF technical assistance.  The consultant will assist WRCOG in the provision of technical support for the Transportation Improvement Program, updating the Fee Calculation Handbook, 10-year strategic plan and preparing Administrative Plan amendments.
  • Lake Elsinore agreements approved:

    1. Temescal Canyon Bridge and Road widening ($423,000)
    2. SR 74 / I-15 Interchange improvements ($300,000)

Executive Director's Column:
SB 375 - With so much on the line, it’s time to focus on outcomes

Last week, I attended what might have been the 3 billionth workshop held in California focused on discussing SB 375, the State’s landmark legislation aimed at linking land use and transportation decision-making in order to reduce vehicle miles traveled and greenhouse gas (GHG) emissions. GHG emissions reductions are the objective of California’s AB 32, which strives to reduce the State’s total GHG’s to 1990 levels by the year 2020. Through SB 375, regional planning agencies are tasked with the responsibility of developing plans that will reduce a relatively small portion (about 3 percent) of the total GHG emissions reductions called for in AB 32.
