SR-74/I-15 Interchange

The SR-74/I-15 Interchange project is under construction and the first interim phase is expected to be completed by December 2009. The project is being built in two phases; the first phase adds lanes to the on- and off-ramps, widens Central Avenue by one eastbound lane from Collier Avenue to Cambern Avenue and adds dedicated right-turn lanes on Central Avenue to the southbound and northbound on-ramps. The second phase of construction will redesign a portion of Dexter Avenue and convert the existing interchange into a loop configuration. In addition, Riverside Drive will be redesigned to provide an overcrossing on I-15 and connect Riverside Drive to Cambern Avenue. The total project cost is estimated at $31 million, of which TUMF will provide funding of over $25 million.

Temescal Canyon Road and Bridge Improvements

This multi-jurisdictional project between the City of Lake Elsinore and the County of Riverside will widen Temescal Canyon Road and replace the existing two lane bridge. The current roadway and bridge is a narrow two-lane road with no sidewalks. This project will widen Temescal Canyon Road and bridge from two to four lanes in each direction, sidewalks, and room for a median. The total project cost is estimated at $2.15 million, and TUMF will pay up to $2.15 million in eligible costs.

TUMF Program Comprehensive Update

On October 5, 2009, the WRCOG Executive Committee approved the 2009 Nexus Study and Fee Schedule. The Nexus study indicates the WRCOG subregion will continue growing albeit at a slower pace compared to what occurred from 2000 through 2007. From today to the year 2035, new development will impact the transportation system by increasing vehicle miles traveled by 55% from 39.1 million to 60.7 million. Vehicle hours traveled will also increase by 127% from 477,000 to over one million, and vehicle hours of delay will increase by 316% from 83,000 to 345,000. Revised fee levels (below) will provide the funding to improve the regional system of highway and arterials to provide the necessary infrastructure to mitigate the additional traffic impacts as a result of new development.

Temporary Fee Reduction Approved

On October 5, 2009, the WRCOG Executive Committee authorized participating jurisdictions to implement a temporary 50% reduction of the TUMF through December 31, 2010. No provision of the temporary TUMF reduction shall entitle any person who has already paid TUMF to receive a refund, credit or reimbursement of such payment. If reduced fees are paid at the time application is made for a building permit and either the application or the building permit expires, subsequent building permit applications on the same parcel shall be subject to the full TUMF amount, unless the temporary fee reduction is still in effect at the time of the subsequent applications.
