City of San Jacinto Receives First WRELP Rebate

One significant program benefit to jurisdictions that participate in WRELP is increased incentives or rebates on qualified energy efficiency improvements at jurisdictional owned facilities. On February 15, 2011, WRELP presented its first rebate check to the City of San Jacinto in the amount of $19,775. The City of San Jacinto had made qualified energy efficient upgrades in November 2010 to its Artesia Well site and will now see an energy savings of over 130,000 kWh or 39 kW. In addition, the City received over $7,500 more in its SCE rebate check, thanks to WRELP.

New Tools Released to Assist Local Governments with Climate Action Planning, Greenhouse Gas Emission Inventories, and Setting Greenhouse Gas Emission Reduction Targets



ICLEI, a proud partner in the Statewide Energy Efficiency Collaborative (SEEC), has developed three SEEC guidebooks to help you address climate change and save energy. To download them, just register for free at www.californiaseec.org.

These Quick Start Guides are a product of the Statewide Energy Efficiency Collaborative (SEEC). SEEC is a new alliance to help cities and counties reduce greenhouse gas emissions and save energy. SEEC is a collaboration between three statewide non-profit organizations and California’s four Investor Owned Utilities.

SEEC members are:

  • Institute for Local Government
  • Local Government Commission
  • Pacific Gas and Electric Company
  • San Diego Gas and Electric Company
  • Southern California Edison Company
  • Southern California Gas Company

SEEC provides education and tools for climate action planning, venues for peer-to-peer networking, technical assistance and recognition for local agencies that reduce greenhouse gas emissions and energy use. The collaborative effort is designed to build upon the unique resources, expertise and local agency relationships of each non-profit organization, as well as those of the four investor owned utilities.

California Energy Commission Proposes New Grant Program

The California Energy Commission is proposing a new program that would provide local governments with planning and permitting assistance to help them evaluate and expedite renewable energy development in their jurisdictions.

California’s leadership role in renewable energy and clean energy job growth depends on continuing renewable energy development. Permitting renewable energy systems, however, can be challenging for local planning and permitting officials. As renewable energy development increases, the workload for cities, counties and local jurisdictions will also increase.

The proposed Renewable Planning and Permitting Program (RP3), is expected to provide local governments assistance from state agencies with planning and permitting experience and expertise.

The first phase of RP3 is a proposed grants program targeted at assisting the local governments in the planning and permitting process for renewable energy facilities. The grants will be targeted to cities, counties, and other local jurisdictions. More.
