FREE Title 24 Workshop
On October 13, 2011, WRELP hosted a “Title 24 Building Energy ‘Reach Codes’” workshop at the City of Murrieta Public Library from 8:30 a.m. to 1:00 p.m. Attendees learned about technical assistance available to develop and adopt a reach code ordinance, including preparation of the application packet for California Energy Commission review and approval, and available incentives for exceeding the 2008 T24 Energy Code by at least 15% or more for residential and non-residential new construction projects. Speakers include representatives from Southern California Edison and the Building Industry Association.
Commercial Energy Policy Toolkit Released
Commercial buildings typically account for a significant share of local energy consumption, consumer energy costs, and greenhouse gas emissions. As such, there are significant opportunities for achieving energy savings in these structures.
International Council for Local Environmental Initiatives (ICLEI), a partner in the Statewide Energy Efficiency Collaborative, has developed a Commercial Energy Policy Toolkit consisting of 11 fact sheets and a four-part webinar series that explores audits & retro-commissioning, benchmarking and disclosure, cool roofs, energy code compliance, energy savvy appraisal, green business recognition, green leasing, green retrofit financing, green workforce development, lighting upgrades, and sub-metering. The toolkit was developed by ICLEI USA and the Institute for Market Transformation.
This free toolkit presents local policy makers with policy options that local governments can implement as part of a multi-policy approach. It also highlights successful local programs and “best practices” that can be used for establishing policies and programs based on local needs. Click here for more information.
WRELP Cities Move Forward in Advancing Energy Efficiency
Each quarter Southern California Edison (SCE) provides an update on WRELP members’ energy savings achievements and progress toward reaching the next tier level of the Energy Leader Partnership Model. WRELP members are typically placed in tier levels based on past kWh savings from SCE-eligible energy efficiency upgrades from a 2004 baseline. As jurisdictions and communities save kWhs, the jurisdiction becomes eligible for an additional incentive of 3 cents per kWh saved above the SCE Core Program on future projects. The SCE Core Program incentive is:

As a WRELP member jurisdiction moves up in tier levels, the incentive amount increases. Depending on the size of the project, the rebate could be substantial.
Based on results from the 3rd quarter of 2011, WRELP is excited to announce that two partnership cities, listed below, are eligible for the next tier level. There is still energy efficiency and demand response program requirements that need to be met before the jurisdictions can fully move into the new tier level; WRCOG will work with these cities to complete those requirements.

Southern California Edison Demand Response Programs

24 hours a day, 365 days a year, SCE is dedicated to ensuring that everyone has electric power—without interruptions. To that end, SCE asks customers to participate in “demand response” programs, which compensate customers for voluntarily reducing their usage when energy costs increase because demand has exceeded supply. What SCE has learned is that energy management is the first and best way to keep the overall cost of electricity as low as possible. So, in addition to helping prevent outages, Demand Response helps to keep your electricity costs low.
Demand Response takes traditional energy management, which is focused on installing efficient equipment and systems, and makes it dynamically interactive. Often, paying customers for demand reductions is more efficient and effective than calling on a generator to meet power needs, and this helps avoid adding costly generation and transmission facilities to our system.
