AB 811 Program Update: Energy Efficiency and Water Conservation Financing

HEROWRCOG’s AB 811 Energy Efficiency and Water Conservation Financing Program has completed its round of contractor orientation workshops for 2011. These workshops, which provide residential and commercial contractors with the necessary information on how to market and assist property owners for applying for financing under WRCOG’s Program, were attended by over 100 local contractors and will commence again in the Spring of next year.


The Large Commercial Solar Program, with $25 million available, is already underway and is close to finalizing financing for 3 projects in the Cities of Riverside and Temecula. The HERO Program, with $100 million available for residential retrofit financing, is expected to launch in mid-December, and the CERA Program, with $200 million available for small and medium commercial properties financing is expected to launch before the end of the year.

TUMF Calculation for Wineries Approved


A new methodology for calculating TUMF fees for application to wineries in the Temecula area was approved by the Executive Committee. The new fee structure resulted from more than two years of meetings among staff and representatives from the wineries. The TUMF Calculation Handbook, which contains information on fees for various land uses that are difficult to categorize for purposes of assessing TUMF, will be updated. Moreno Valley Celebrates SR-60/Nason Street Project

TUMF will reimburse the City of Moreno Valley more than $13 million for the Nason Street/SR-60 Interchange, which the City has identified as a $13.6 million project.

French Valley Parkway/I-15 Overcrossing & Interchange Funding Approved

French Valley Parkway/I-15 Overcrossing MapTUMF will provide $8,925,000 for the engineering phase to construct a new freeway interchange on I-15 between the existing Winchester Road Interchange and the I-15/I-215 junction on the border of the Cities of Temecula and Murrieta.

Sanderson Avenue Widening

Sanderson Avenue MapTotal funding was reduced from $7,720,800 to $7,144,801 for the widening of Sanderson Avenue to provide one new lane of travel in each direction from Esplanade Avenue to Ramona Expressway, a length of 3.6 miles.

Highway 395 Corridor Study for Southwest Riverside County

Historic Highway 395 Corridor StudyWRCOG received funding to develop a comprehensive transportation and land use plan for the shared 16-mile, north-south corridor that runs parallel to Interstate 15 in Southwest Riverside County. The study will enable the four contiguous Cities of Temecula, Murrieta, Wildomar and Lake Elsinore to accommodate future growth by utilizing a range of transportation options and reducing transportation demand through better community design. Additionally, the study will establish a vision that will guide land use decisions, infrastructure improvements, design and economic development activities along the corridor.

WRCOG Releases two RFP’s for Assistance with Energy and Climate Action Planning

Western Riverside CountyWRCOG has released Request For Proposals (RFP) to seek consultant assistance in developing a regional program to implement elements of the California Energy Efficiency Strategic Plan. WRCOG was awarded over $2 million from Southern California Edison to implement various energy efficiency and climate action activities. This program will be run through the Western Riverside Energy Leadership Partnership (WRELP), in cooperation with participating member jurisdictions including eleven WRCOG member agencies served by Edison. This program anticipates beginning in January 2012 and will run through October 2012. Proposals in response to this RFP must be submitted to WRCOG by Thursday, December 22, 2011 at 5:00 p.m.

U.S. Green Building Council Provides Presentation to WRCOG

LEED CertifiedChair of the U.S. Green Building Council - Inland Empire Chapter, Rick Fochtman, provided the WRCOG Executive Committee with a presentation discussing the importance and benefits of “green building,” or the practice of creating structures that significantly reduce or eliminate the negative impact of buildings on the environment and occupants. The market for green building is expected to grow to $125 billion in the next two years and yield significant economic benefits in the form of operational cost savings, building value increases, and return on investment improvements. LEED, or Leadership in Energy Efficiency and Design, is a green building rating system established in 1988 by the U.S. Green Building Council. Measuring performance in the key building impact areas of Sustainable Sites, Water Efficiency, Energy & Atmosphere, Materials and Resources, Indoor Environmental Quality, and Innovative Design, LEED has evolved to become the benchmark for high-performance green buildings in the U.S. and throughout the world. Speaker Chosen for 13th Annual “Advancing the Choice” EXPO

John Davis, creator of MotorWeekWRCOG will host its 13th Annual “Advancing the Choice” EXPO on Thursday, March 29, 2012 at the South Coast Winery in Temecula. This event brings together more than 200 business leaders and environmental representatives from Southern California to discuss challenges and solutions to air pollution created by vehicles. In addition, the EXPO will showcase state-of-the-art alternative fuel technologies and vehicles, highlighting examples of how these technologies are being employed throughout Riverside County. John Davis, creator of MotorWeek, television’s original automotive magazine series, has been selected as the Keynote Speaker for the 2012 EXPO. Mr. Davis is an award-winning journalist and internationally recognized expert in the automotive industry, with two Emmy Awards for his efforts as a host and producer.

WRCOG Salutes Shawn Nelson

The Executive Committee honored Temecula’s retiring City Manager, Shawn Nelson, and presented him with a Proclamation. Shawn’s participation and influence in WRCOG, particularly through the WRCOG Technical Advisory Committee, has resulted in the establishment of a number of successful subregional programs. Shawn is widely recognized as being a major influence in the development of WRCOG’s TUMF Program, which today stands as the largest multi-jurisdictional fee program in the United States, and will provide nearly $4 billion in transportation and transit improvements and open space acquisition. Shawn’s passion for improving the quality of life in Western Riverside County and his positive approach to working together and building consensus have been a key to WRCOG’s success during the last decade. WRCOG is truly grateful for the time and effort Shawn has given to the Agency.

Note: The Southern California Association of Governments (SCAG) recently released its draft 2012 Regional Transportation Plan / Sustainable Communities Strategy (RTP/SCS) for public review and comment. The Plan is articulately crafted and well-written, but at 223 pages (sans appendices) there’s not much chance it will be read by Southern Californians who are increasingly accessing information and “news” through one or more of the approximately 156 million public blogs found on the internet today. With this in mind, perhaps a blogger’s take on the RTP might stand a better chance of being read by the general public and, for that matter, by state and federal agencies responsible for approving the document.
