Powell (Ret.), U.S. Secretary of State from 2001 – 2005, will serve as the Keynote Speaker at WRCOG’s 21st Annual General Assembly on Thursday evening, June 21 at the Morongo Casino, Resort & Spa. One of the most admired and respected leaders in America today, General Powell will offer his thoughts on domestic and world affairs, leadership and a vision for tomorrow.
The General Assembly is one of the region’s premiere annual events, selling out each year with more than 800 guests in attendance.

WRCOG’s HERO Program Receives Highest Honors at SCAG’s Annual Event
During the Southern California Association of Governments (SCAG) 2012 Regional Conference and General Assembly, WRCOG received the President’s Award for Excellence for its HERO Financing Program. SCAG’s highest award was presented to WRCOG during the sixth annual Compass Blueprint Recognition Awards Dinner held at the Bonaventure Hotel in Los Angeles, California. WRCOG Executive Committee Chair and Moreno Valley Councilmember Robin Hastings accepted the award on behalf of WRCOG, and was joined on stage by more than a dozen elected officials from Western Riverside jurisdictions who helped make the program a reality. 13th Annual Advancing the Choice EXPO
The Western Riverside County Clean Cities Coalition held its 13th Annual Advancing the Choice EXPO at the beautiful South Coast Winery Resort & Spa, in Temecula on March 29. EXPO participants were able to explore the latest alternative fuel vehicles (AFV) technologies and test drive several vehicles, and attend interactive sessions featuring speakers from the region’s leaders in alternative fuels and clean technology. Local elected officials from the WRCOG subregion were joined by 150 private industry representatives and utility providers to discuss prominent issues related to AFV infrastructure, policy and legislation, and the future landscape of alternative fuels and clean technology in Western Riverside County. John Davis, creator of MotorWeek and multiple-time Emmy Award-winning TV show host and producer, provided the EXPO’s Keynote Speech. WRCOG Kicks Off its Western Riverside County Climate Action Plan Project
With grant funding provided by the California Strategic Growth Council, WRCOG is in the early stages of preparing a Climate Action Plan (CAP) for Western Riverside County. WRCOG staff is in the beginning stages of this project, which is scheduled to be completed in September 2014. The Western Riverside County CAP will establish policies and priorities to enable member jurisdictions to implement strategies that successfully fulfill the requirements of AB 32 and SB 375. The CAP proposes to address the overall greenhouse gas (GHG) emissions in Western Riverside County by preparing GHG inventories, identifying emission reduction targets, and developing and evaluating GHG reduction measures or strategies. The CAP strategies can be uniformly applied, or tailored as needed, for adoption by individual jurisdictions.

Clinton Keith Road/I-15 Interchange Project Ground Breaking:
On March 30, the City of Wildomar and the County of Riverside Transportation Department held a groundbreaking ceremony for the Clinton Keith Road/I-15 Interchange. Proposed improvements will widen the bridge structure to accommodate six through lanes (three in each direction) plus dual median left turn lanes in each direction. The freeway ramps will be reconstructed to connect with the widened cross-section of Clinton Keith Road. The off-ramps will be two-lane exit configuration with 1,300’ auxiliary/deceleration lanes. The on-ramps will have three 1,000’ auxiliary/acceleration lanes with ramp metering and an HOV lane from Clinton Keith Road to the ramps meter.
The County of Riverside is heading up the construction of this Interchange. The Project is estimated to cost approximately $23 million, of which the TUMF Program is contributing $9.3 million. The Project is scheduled to be completed in 16 months.

California’s High Speed Rail
SELL
This has become such a moving target it’s hard to believe the project is proposed to be constructed on a track. The High Speed Rail Authority recently approved another revised plan for the statewide system, slashing the project budget from nearly $100 billion to $68 billion. Compared with what voters approved in 2008, the new plan doubles the price tag, delays the start of service to 2029, reduces rider counts, increases fares, and shortens the route. We’re well aware of the many solid arguments that support what economic and environmental benefits can result from the system, but this lack of consistency isn’t doing much to solidify support.
